Pamela Hess

Director, Partnerships and Grants

Pamela serves as the Director, Partnerships and Grants at Foundations, Inc., supporting the organization’s overall strategy on portfolio growth and developing partnerships. Pamela began her career developing distance learning courses and setting up basic skills programs for customers. She went on to work for over 20 years as a civilian for the Department of the Army’s Continuing Education System (ACES) and the Joint Committee on Computer Based Instruction (JCCBI), designing tools that empowered learning centers and supporting soldiers earning college credits.

She later transitioned to the Office of the Administrative Assistant to the Secretary of the Army, where she interpreted policies, provided guidance to Army Headquarters organizations, and spearheaded the development of innovative processes and tools to enhance operational efficiency across the Headquarters Department of the Army for 15 years.

Pamela holds a bachelor’s degree in mathematics with a minor in computer science. She loves spending time with her family and border collie, walking with friends, and helping at her Church where she taught Sunday school for over 15 years. Her favorite destination is the Outer Banks of North Carolina where she enjoys the seafood, beaches, and wild horses.
