Jill Carlivati McCarroll is the Senior Scholar for Community Narratives at The Academy at Penn. She brings over two decades of experience in education research, policy-relevant data, and classroom practice to her role, with a career dedicated to strengthening students, families, schools, and communities.

Prior to joining The Academy, Jill served as Study Director for the U.S. Department of Education’s Early Childhood Longitudinal Studies Program, where she managed a $100M+ research portfolio. In this role, she guided nationally representative studies from design through dissemination, built cross-sector partnerships, and modernized federal data standards to better reflect students’ lived experiences. Her leadership integrated community perspectives into federal research and advanced evidence-based practices nationwide.

Jill has taught psychology and human development courses at multiple colleges and universities, delivered trainings on federal data sets, and presented at national and international convenings. She has also led interagency workgroups focused on improving the collection and reporting of race and ethnicity data. Her contributions have earned awards from the U.S. Department of Education and its National Center for Education Statistics for mentorship, innovative leadership, and stakeholder engagement excellence.

Jill holds a Ph.D. and M.A. in Child Psychology from the University of Minnesota and a B.A. in Psychology and Biology from the University of Virginia, where she was an Echols Scholar.

When not working, Jill enjoys volunteering in her Northern Virginia community and baking for family and friends.
